Craig just doesn’t want to lose too much top talent to France.

Yes and he's not alone. He also wants to be able to compete with
them I'm sure but the French rugby business model is nearly over
the hill and gone.

As it stands, I’d say it’s England, France and Japan. That’s
about it.
I can’t think of many English or French players who’ve gone to
SA, Italy, Wales or Scotland except when their club’s gone
bust*. I assume therefore that the money isn’t comparable in
those leagues.
Craig just doesn’t want to lose too much top talent to France.
*Although I believe Freddie Burns has been playing in Romania
and obviously a couple of Quins in went to Israel.
The best paying leagues are the French, the Japanese
then the prem according to a report, which makes sense looking
at where English players go to.
The league needs to be able to afford an increased cap, with
increased media rights etc, a number of the French clubs want
the cap reduced.

Surely, if you are to continue with the egalatarian concept of a
salary cap then it has to be to the lowest common denominator?

Any payments after leaving would be counted in the time the
player was at the club, the idea is that players university fees
can be paid while at the club, so they don’t accumulate a
student loan, same is also in the PWR cap.
So there is no facility for post contract education not being
counted, it would be counted as a payment as are exit payments.

I posted elsewhere (can't remember which thread) that players
should be kept on the playing staff for one or two years if they
wish, maybe play the odd game but at least being a decent squad
member, but their salary would be minimal or limited to their
full time study costs. They'd technically still be a player,
could bolster the squad for A League type games, sevens etc, and
be very useful for training. BUT, they could spend the bulk of
their time studying at Quins' expense, and walk away with a foot
on the employability ladder.
The easiest and least contentious way is to encourage
players to study while in the academy and squad.
Players have qualified to become doctors while playing rugby,
also could players afford no income while studying in their
30’s.

Well, the option would be to have income and a student loan. Or
study 4 or 5 years instead of 1 or 2. Or put them on a very low
salary.
