The Prem clubs get that, for access to players for the England
Squad, that issue went on for years between the clubs and RFU,
before the present agreement.
The argument from the Champ clubs that would like to be
promoted, is that there should be finiancial safeguards for
clubs that could be promoted, when as would no doubt happen they
got relegated after a season, the Prem clubs and the RFU, were
the suggested source of this large amount of money.
If clubs want to play in the Prem, they need to self fund, the
new franchise system makes that more viable, will be interesting
how many try to enter the Prem if any, also the lack of interest
for the broadcast rights is a bit of a red flag as is the lack
of a title sponsor.
As it seems that Ealing will yet again win the Champ and don't
meet the MOS, it is all a bit of a dead argument, only Exeter
have ever suceeded in getting and staying in the Prem.

Also don’t forget Bristol spent a lot of time in the
Championship before coming back up and staying.

They had a torrid 10 years from 2008 till 2018, with only one
year in the premiership, even the ownership of a billionaire
failed to jump start them until Pat Lam came along, when their
fortunes changed.
Which demonstrates the level of support required to survive at
the top level in English rugby, which none of the present Champ
teams possesses, Bristol always had a decent ground with at
first the Memorial ground and then Ashton gate, which at present
only one team in the Champ have.
The champ is not the D2, and looking at attendance figures the
natural second level for English rugby should be BUCS, which is
also a far more useful player progression route for both male
and female players into elite rugby.
