straying offside to make a tackle, and the ball is consistently
ending up just short of the line, there’s a very good argument
that they are systematically offending to prevent a grounding
that would be very likely if they didn’t.

It wouldn't be a harsh call for a single offside at all if it
prevented a probable try. If you can't call it for a single
instance you can't just add them up. You still have to assess
each instance on its own merits.

Is there a point at which the ref would stop yellow carding
players or could they in theory keep going until there’s nobody
       left.

In theory they can keep going until there’s no-one left. In
practice, they kept offending, giving away advantage, getting
penalised, getting carded and Quins showed tremendous discipline
not to do anything wrong themselves or lose the ball when not on
       an advantage.

From memory, I think they're is a specific number of players
that had to be on the field. Once it goes below that the ref has
to abandon the match. I would assume that in that case Quins
would be awarded 5 points and Exeter 0 points.

I think that's right but I don't know the details of what
actually happens. I wonder if it ever has.
