It's in one stand because the crowds aren't big enough yet for
it to make economic sense opening up more than one gate and one
corner of food trucks. But the side it makes most sense to open
from the perspective of fans' access to facilities is also the
one where the primary TV gallery is.
The stand was pretty full today, though, so if the support
continues to grow we may not be too far from having the other
stand open

The referee explained it to Quins at one point. Basically, the
foul play has to be in the act of (preventing) scoring.

They could really have done with more bars open today.

Really? I went to the Container Bar at half time and queued for
about 30 seconds.

I get the practicalities, but in terms of PR, it's poor. People
watching on TV are seeing completely empty stands, and that's
not going to encourage more people to want to come.

I'm not sure that the ref could really award a penalty try in
this situation though could he?
Basically, Exeter were just straying offside every time. So, you
couldn't really say that we would definitely score a try if the
player had stayed onside.
I think he was applying the laws correctly and just yellow
carding each player that infringed.
Or - I am misunderstanding the laws?

It would be a very harsh call for a single offside, but when
you’ve sent three players to the bin (after a passage of play in
which there have frequently been multiple advantages at any one
time) I think a penalty try needs to be considered.
The requirement is only that a try would probably have been
scored but for the infringement. If players are repeatedly
straying offside to make a tackle, and the ball is consistently
ending up just short of the line, there’s a very good argument
that they are systematically offending to prevent a grounding
that would be very likely if they didn’t.
