I'm not too bothered by that, because if a team kicks it that
far, the other team will run it most of the way back. It doesn't
gain a great deal, and sometimes gives an attack a good chance
to make a break.

I seriously don't know what made you think they were short
range. We had players at school in the late 70s who could
certainly do 40m if they wanted to - we never actually went for
drop goals so it was never really tested. Our coach who was a
flanker for Wasps' 2s could easily do 50m.

Oh and while you're at it, insert the sensor into the ball to
sort out the forward passes.

I think you'll be very disappointed if they do put sensors in
the ball.

22 dropouts were often short enough to be contestable, but the
goal line drop out is almost always a case of hoofing it upfield
and getting it out of the red zone.
And as you say, modern players can get serious distance on the
ball - Ms Poorfour Maj once kicked a penalty into touch on the
opposition 10m line from the middle of her own 5m. And if a 15
year old girl can do that, most teams will have someone who can
put that kind of range on the ball (though they will usually
sacrifice some distance for hang time so that the defensive line
can get further upfield).

A penalty can be a punt.
We know the referees are happy to believe the South African
national team cannot find a kicker who does not struggle to
drop-kick a ball ten metres.
