Formalise the process, rank the available graduates, give
preferential access to the bottom club. Not every player is
released because they're crap. This system would also force a
host club's hand - they couldn't hoard young players who didn't
get much game time.

I guess the logical option is to rewrite the English law, and
bin the EU/UN bollox
Just need a Govt to put the interests of UK citizens first don't
you think and change the UK employment law to favour the
workers? (There used to be a Labour Party that did this I
think?) Binning a good number of Civil Servants monitoring this
would save a good few shekels off the tax bills.
The youngsters need wide options, not restrictive employment
barriers
Please tell me where I'm wrong? I know I'm an ignorant W.Country
pleb running companies in W.Africa and Latin America.

So, back on topic and away from politics, is Tony Rowe right in
his assessment that franchises are the way forward in Rugby
Union?

Yes, at first I was not impressed by the idea of a franchise and
believed that promotion and relegation was the way forward, but
after looking at the Champ clubs none appear to be in a position
where they could afford to be promoted and then relegated, the
combined expense of becoming competitive in the Prem and then
being relegated would destroy them.
A PWR like franchise would provide stability, and allow league
expansion to 12 teams and possibly 14, which would increase
income, also some things could be centralised to reduce costs,
and clubs would be able to be more easily sold to allow owners
to withdraw from their investments.
Clubs who be able to secure loans for improvements to grounds
and infrastructure, and again increase revenue, greater
visibility of rugby should drive up broadcast revenue, and
encourage competition for the rights, which with the current
concerns around the future ownership of TNT, is important.
We need to stop believing that we can copy the French as the
Champ is not the D2, there would need to be some link between
expenditure and revenue as well as a wage cap to prevent
excessive debts and maintain the individual franchise values.
This should hopefully bring new investors into rugby, and
massively decrease the risk of clubs going bankrupt.

Never mind employment law what about something a bit simpler
like how much are you going to pay them. Who decides that and
theoretically Would (for example) Newcastle want to pay their
no.1 draft the nominated amount within their own financial
framework.
Although they are probably the wrong example now they are owned
by Red Bull. I don’t suppose they will be paying $1000000 like
they do in the USA which would make things easier for the
players to make a decision.
The USA system has evolved over its lifetime and I can’t
see how you can change a totally different rugby one just like
that.

From what is being said, there will still be a wage cap, and it
may be linked to a revenue percentage, 70% of income has been
mentioned, most of the things that are being said about it
suggest a PWR model, the draft idea was from the RFU a couple of
years ago, but seems to have been dropped, it relied on RFU run
regional centres, and not the clubs developing young players, no
club has ever suggested a club based draft system.
