I disagree. I think people would be happy to invest in the long
term safety of the club. As for sacking the CEO... Comments on
here may not reflect the feeling of the overall supporter base.

Why would a draft system damage grass roots clubs any more or
less than what exists now?
The academies would still produce players as they do now,
franchises would simply allow a mechanism to allow the academy
to balance the requirements of the host club.

Because you are feeding the players into a schools system based
on feeding Universities, and would damage youth rugby at club
level, also look at tennis, the US players are much later on the
tour than others and struggle to catch up.
Also very different funding process in the US, so clubs would
have to fund universities, and very different wages in the NFL
compared to rugby, betting your future on playing in the nfl,
brings much higher rewards than rugby.

You are confusing the Prem and England with the NFL and the USA.
A draft system is simply a redistribution of talent in a closed
system.

which is not legal under UK employment law, ie the right to free
movement and choice of employment.

There's a very easy work around to that isn't there. Simply
contract all academy players under the same organisation with
first preference for senior contracts always given to their host
academy first.
A draft really isn't a big deal or particularly complicated to
implement. It about making sure the best young English players
get the maximum opportunities to develop into senior pros.
