If it was just a strong rumour at the end of last year and he
hadn't signed the paperwork, I reckon he'll be staying put.

Maybe he's got a bit more to think about because they've offered
him the head coach position as well.

Any player linked to quins but not yet put pen to paper, there
is zero reason to commit considering the state the club is in
with seemingly no direction or plan/vision for next season and
beyond.
I think if he had signed, it would have been announced. There's
nothing cunning or smart marketing wise about delaying it

Had email yesterday to say renewals will be soon - not
intending to take up the offer as we stand today

Right. Announcing it is a tactical decision, doing so during the
international break doesn't really give us much. I don't know
how many confirmed signings there are across the league, lots of
rumoured ones though especially with Red Bull splashing the
cash.

There's been a few

Although that site shows it's mainly NRBs and has a few "heavily
rumoured but not announced" as done deals - including Furbank
coming to you
