They are talking about 8 men’s teams and 4 women’s teams.

There's so many holes in the proposal you could use it as a
sieve. What about all the ancillary staff required? Refs,
Coaches, Medical Staff, backroom support staff, all of these
would be needed. Some might be able to be recruited without
specific previous experience in Rugby, but there's a lot more
required than simply sticking 30 players on a pitch

R360 are but I was specifically looking at NS’s idea for a vets’
league

Yes - I wasn't suggesting that the R360 was suggesting a vets
league.
I was just suggesting that "if" they realised that the current
R360 proposal is unworkable - but, they see that there are some
positives coming out of it, and decided instead to do an
all-star league, then I think it could be fun.
But - as you point out, there are probably not enough players
across the world who retire (not through injury) every year to
make it worthwhile.
It would make a heck of a boys weekend though to pop over to
Barcelona and watch all the retiring play a series of
competitive matches while enjoying a few frosty beveraginos.

I'm just struggling to work out what their gameplan is here. I'm
assuming some parties are benefiting from this noise and stand
to make ground somewhere regardless of whether it goes ahead,
because literally everyone said from the start that this was an
utterly unworkable and idiotic project doomed to absolute
failure.
So who is benefiting from backing an obvious failure? What is
this a stalking horse for?

The money is most likely from the Saudi public investment fund
and they back LIV golf that is losing $1.4 billion a year and is
part of the vision 2030 plan for Saudi Arabia.
Oil is running out and anyway is being replaced by renewable
energy, so sport is part of the plan to maintain their wealth.

I'm not convinced by a veterans league. Too many would treat it
like a final payday rather than something that has high
standards. Barbarians matches are good because they are a
mixture of players, some younger, some current, some older, they
don't take it too seriously, and because they don't happen very
often. 3 or 4 Barbarians matches a week and they'd quickly lose
their appeal.

However, there are more likely to be enough to make a Vets' 7s
league... Which also lends itself better to the travelling
circus format as it's easier to have multiple games in a
weekend.
A weekend in Barcelona watching rugby sounds great but I fear a
double-header of the men's and women's retiring 6N vs Rugby
Championship teams wouldn't attract many

I agree, Yareet. I think they targeted the wrong version of the
game with this idea. Target 7s and then once it's big enough to
have it's own microclimate, then target 15s. Funding for 7s is
poor globally so a boost there would help. You can then start
courting the Marcus Smith's, IFWs and co with big mullah and a
system that already has big backers.
Outside of that, something will eventually have to give here.
The state of finance is poor in the prem and below and we're
probably not too far from international honours being secondary
to bank balance. There's probably a franchise spectrum of R360
type thing at one end and sugar daddy owners at the other end
and one will have to win out for the game to grow. There's blood
in the water and it won't be long before the sharks start
circling. (and that's not a reference to Sale and CCS 😁)

Slight tweak to this but I can't yet see many players chosing
cash over caps in England. I think the RFU will still manage to
find a way to supplement the Test players' incomes enough to
keep them interested. Even if that means slashing support for
the Champ/community game even further.
The people I can see opting for the pay day are those on the
fringes of the Test squad. If they can't see a way to get caps
but can see a big contract, they will start to head for the cash
more.
But they're not the people that R360 need to make the league
appealing.
tl;dr: R360 want the Marcuses and Currys of this world but IMO
the people most likely to be interested are the Beards and
Raffis.
