i think you haven't been very observant.
It has been on the email for years.
I just checked an email from 2023 and it was there then

Not convinced that that is a particularly useful statement,
particularly on health and safety always good to come home alive
after either a rugby game or going to work.
And asking people to behave in a responsible manner, is just
there so they can be banned if they don’t.

The kind of behaviour that requires a code of conduct isn't new
at Quins (although it's rare). When Tony Copsey was at the club,
there were two drunk guys at the bar in the East Stand that were
mouthing off at two ladies. When I asked them to calm it down a
bit, one of them pulled a metal bar out of his jacket pocket.
Fortunately, Copsey was stood at the other end of the bar and
had them ejected.

Is there something in there about drunk, Gilet wearing twonks
talking incessantly and getting up every 2 minutes for beer,
toilet or to talk to another chinless wonder about 'large bants
opportunities'?

The "Full on BullSh!t" part while probably not useful is more
likely a comment on the need for such policies; in to-day's
litigious society such H&S statements are needed because common
sense is increasingly less common where a claim can be made. A
bit like peanut butter adverts having a notice 'may contain
nuts' as an example. Sadly if it isn't explicit some people just
ask 'why can't I do that?' when behaving poorly.
