Saints, Exeter, Gloucester, Bristol and obviously Newcastle.
I don't recall anything being said about the others, apart from
Bath.
What I appear to have missed is anything from any other clubs
suggesting that COVID contracts are affecting their spending
now. Were Quins the only club to hamstring themselves in this
manner?

The way to do it is to get relegated into the Championship.
Renew all of your bug players on new 3 year contracts for mega
bucks and then bring in some international quality to fill the
gaps on equal mullah. Then when you get back into the Prem, get
your lawyers to say that it breaches international employment
law if you change it. Why has no one thought of that??????

Bath recruited exceptionally well from the demise of Worcester
and Wasps - I’d expect them to have difficulty keeping the squad
together this time next year.

What, hamstrung themselves?
I'm sure we weren't the only club to use those contract
allowances but we're the only one that I'm aware of saying it
affected our ability to put a squad together.

Quins have only spoken about it at the state of play evenings as
far as I know and then indirectly. But Bath made it clear
earlier this year that they were benefiting from their COVID
contracts, which seem to have been longer duration than most
other clubs. The best evidence that everyone used them is a)
looking at how many contracts were announced just before the
COVID level cap came in and b) looking at how many players (and
of what quality) clubs have been losing over the last season or
so.
Quins are definitely not the only club to have lost high value
players and not replaced like with like.

Bath did really well on this. But to be fair they have not
broken any rules. Clever to buy up Worcester players cheap as
well as develop their academy.

I’m not sure how much praise their academy deserves.
Its well know how improved Bath are over the last 3 years and
TNT have put out a graphic that shows the Bath XV beaten 43-27
by Worcester on the last day of the 2021/22 season. TNT
highlight that 9 of them start this afternoon.
The other 6:
Du Toit
Roux
Hill
Pepper
Russell
Redpath
Not one of them had come through Bath’s academy.
The obvious omissions from today’s team are Underhill and
Lawrence - again both brought in.

For years bath's academy was London Irish's academy. They might
be doing a better job now though, I have no idea
