That statement glosses over the hurdles still in front of them.
They'll almost certainly be renting a stadium, but who will be
willing to take them on? I doubt Brentford would welcome them
back. Of the other stadiums around, Craven Cottage or Loftus
Road would look most likely in terms of size, but how willing
are Fulham or QPR to want a tenant? They'll also need a training
ground. I suspect they'll be able to use Hazelwood, but that
needs to be confirmed.
There's also the small matter of putting together a full squad
capable of Tier2 along with coaching, fitness, medical,
administrative staff as well.
This also applies to Wasps' ambitions to be resurrected. At
least Worcester have a ground that has been kept going with the
football team playing there.

It would appear that the RFU are already intending to relegate
the nascent LI from the Championship to National League One
according to this report from .Sky Sports

We need more sides in the Premiership, but is the best option
really to bring in three new organisations with no track record
whatsoever.
The only link between the phoenix London Irish and Wasps
organisations and the originals is that they have paid tuppence
ha'penny to buy a licence to use the badge.
That and a foolish desire to lose vast amounts of money.
In the case of London Irish, there is no link to the amateur
club - and no guarantee that the amateur club will be able to
stay on at Hazelwood, which is still to be sold to cover debts.
While, the fans need more games, fans do not cover a
professional sides' costs. Even a successful side is going to
struggle to sell 10,000 tickets for 15 games. Which barely
covers the cost of renting a stadium. I believe London Irish
were paying Brentford £5m a year.
Which means diluting the TV and RFU funding. And if the current
clubs are not to go broke, that would mean reducing the only
variable expenditure - the salary cap.
