       When you first look at the requirement, it does seem strange
       that soccer stadiums can be 5,000 whereas other sports are for
       10,000 capacity.
       But, as I understand it, it is beneficial to the other sports.
       Basically, the laws govern that a stadium of 10k capacity needs
       to have a minimum set of safety standards.
       For soccer, they have negotiated there own set of safety
       standards that are higher than the government standards.
       The downside of the soccer approach is that they need to audit
       it themselves and it is at a far higher cost.
       What is needed, is for "other sports" to lobby the governent to
       change their criteria.

       I presume that this Safety Certificate is born out of the footy
       Stadium disasters? My view is that yes, of course you need to
       have ultra protection for the fans but at the same time not
       stifling ambition.
