Great vision …. Who is going to pay for it in the current rugby
       climate ?

We have no idea what the funding for Premier II will be.
It will probably be more than the current Championship funding,
       it can hardly be less.
Though the RFU need to fund the board's pay rises.
I know there is hope of some TV coverage - but not sure how much
       or which channel.
There is no guarantee that the Premiership Cup will continue -
or how many clubs would be invited to play.
We also do not know who will decide which clubs are invited.
It should be the tier two board, but the RFU will probably
       interfere.
And we do not know how many current Championship sides will not
       meet the tier two MOS.
If all the sides can comply, there is only one spare space.

It is a decent vision for a brilliantly located regional
development but the planning decision timeline of Q1 2025 is
optimistic unless they've got all their ducks in a row
(including J6 impacts and Highways England) and a start on site
in early 2026 is too. If the business plan is based around this
then that's not a great start for the vision. But, no reason why
they can't be playing rugby, so that bit's ok. Good luck to
       them.

Rugby is being played on the site - just not in the stadium.
Worcester RFC never went away and play on the pitches round the
       stadium.
But if you want to run a stadium and a professional side, you
need to spend a lot of money.
You need someone with deep pockets and a love of the game, like
       Cecil had.
