Worcester Warriors - potentially good news !

Please see below some really (potentially, as I say) good news
       for the Warriors.
I have always co-supported Warriors with Quins (& now, of course
       L. Scottish). It would be great to see them back IMHO.

I guess that screws over Rams, Moseley, Richmond, etc from
getting promoted from Nat 1 at the end of the season

I'm not sure it's that simple. Firstly they can all apply to be
part of Tier 2 from the start, I think. And maybe not all of the
Championship teams will apply. Also they are looking at
       expanding to 14 teams.
I don't know if the Championship clubs are happy about the
proposals or whether they are particularly united in their
       thoughts and ambitions.
I don't think anything is certain, yet.

Every single club and university - aside from the Prem and
Championship clubs who do not need to apply
       - was sent the document.
Funding looks to be about £250k a season.
Clubs are expected to have a squad of 40, plus 15 dual
       registered players.

There is a long thread on leaguerugby about the proposals. (I
see that Camquin is a regular contributor there).

The one area that I can't see how it would work is how promotion
/ relegation in future seasons would work if there is a mixture
of universities and Nat 1 clubs in the 3rd tiers.
Another area would be the question of dual registered players
for university teams. i.e. how could a university team justify
       15 dual reg players.

Couldn't the uni team be allowed 15 dual regged players for Prem
2 games but none for BUCS games?

RFU’s thought process in sending this document probably went
       something like this:
       > already decided they’re letting Worcester rejoin at tier 2
       > realise there will be backlash
       > allow everyone to apply
       > only allow Worcester in anyway
       > say everyone had an equal opportunity

Realistically, what repayment plan can be established that
       doesn't run for 50 years?

Nothing against Worcester however they should start at the
bottom like L Welsh and Richmond had to.

I do think there's a slight difference in Worcester's case, that
they were quite comfortably bankrolled by Cecil Duckworth until
his passing and then taken over by a couple of scheming conmen,
that should never have been allowed near a professional sports
       team.
