I get it, but there's absolutely no way the likes of the Irish
provinces or Scottish teams will agree to anything that has
relegation in it.

Clubs don't like jeopardy, and owners especially don't. You have
to let go of the idea of promotion and relegation if you want
the other countries to get involved. There's a reason why it's
incredibly rare outside of England & France, not coincientally
the historically richest countries in the sport by a country
mile

I understand that. However, you have to understand that at the
end of the day its the fans that count, not the Club
Owners/Sugar Daddies as recent events have more than adequately
highlighted.
Besides, for every relegation there is a Promotion.

I dunno. Clubs survive without fans but my take on recent events
is that a sugar daddy is a pre-requisite

They wont survive long without an audience either in person or
broadcast. Look at the way Falcons are being relegated to TNT
5/discovery+ already (even against the Mighty Quins next
weekend)..

it's easy to say both of those things, but in practice how true
do they hold?
Did the fans count for Wasps, or Worcester, or London Irish? Or
were they not enough when the "sugar daddies" backed out? The
truth is that even the clubs that were able to make an operating
profit pre-pandemic (Exeter, and Leicester until they build
their new stand) had to rely on the generosity of their backers
to survive. Labelling those backers with pejorative terms
underplays just how much the game in England relies on them -
and for the most part how patient they have been in waiting for
any kind of return on the money they have put in.
And while it's true that for every relegation there is a
promotion, how often has that actually benefited the promoted
side? Historically, the promoted side from the Championship has
usually been the previous season's relegated side, and for a lot
of the existence of the premiership it's been the same few sides
yo-yoing up and down. Of the new sides that got promoted, where
are they now? London Welsh and (eventually) Leeds were destroyed
by it. Rotherham, Bedford and the like seem to have reduced
their ambitions. Only Exeter have actually thrived on promotion.
While I recognise that the Championship needs more support, I am
not sure promotion actually helps the teams unless there is a
way of ensuring they are ready to survive on the pitch and
financially at the top level.

I accept what you say about Championship promotion/relegation
but I was positing a completely new scenario where the Top 2
Divisions were made up from good sides from URC and GP so TV
money will still be there for top 2 divisions and there will be
much less yo-yoing.
Right. I'm going to start talking about the forward pass rule if
you're not careful....

That could be workable if the drop off in revenue is kept small
(which would probably need collective negotiation around the tv
deals and a fairly equal revenue split across the divisions). It
would still be asking turkeys to vote for Christmas, though.
The way it's been achieved in soccer is by having the top clubs
break away to form a Premiership on top of existing league
structures - but that would require a) a tv company to be
willing to pony up a ton of cash for a GB or European super
league and b) the unions (and if France are a part of it,
ultimately the French government) to co-operate over how to make
it happen. There isn't a great history of either in our sport...
More likely is some sort of conference structure.

Don't think anyone's suggested involving the French. Not sure
what would be in it for them, really.
