Why would anyone agree to that?

You're right Jammy. Far too much self interest involved.

I can't see it happening myself. That said, there's no easy
answer to any of this, a British and Irish league would stitch
up SA and Italy. The issue of centrally contracted and union
owned teams vs. clubs would also become even more of a hot
       topic.

With some blue sky pushing of the envelope outside the box,
howsabout a one off Qualifying Tournament with everyone involved
and top 12 form Div 1 and Second 12 form Div 2 to get things
       started?

Is it self interest for teams in a successful competition with
no relegation to not want to join forces with an unstable league
and have relegation foisted on them?
I've always objected to an Anglo welsh tournament on the basis
that the welsh sides are even worse off financially and also
aren't very good. The bad outweighs the good. It's much the same
for this suggestion except we're on the wrong side of the
balance for once - the URC isn't the tournament with teams going
       bust and riven by infighting.

Yes of course but its all about the money, hunny.
TV deals have flatlined which is why TNT have kicked
PremiershipRugby TV into touch for little or no cost to show all
the games, all season. Ok they may have had some spare cash
after losing European Rugby to Micky but from the Clubs point of
view there is no extra wonga floating around.
Which is why they are all exploring alternative ways of
enhancing revenue under a veneer of the "greater good" and
"growing the game" but which basically is coming down to
       survival of the fittest.

OK but you understand how relegation represents a financial risk
to sides that don't want it, right?

Love a bit of Jeopardy, Jammy. Any way if you have 2 divisions
of pretty good quality teams the tv deals will be appropriate.
Its not like you'd be getting relegated to a lower league with
       no tv money or crowds.
