It's probably more complex than that. The club announced a
number of long-term deals ahead of the cap reduction (and
anything agreed before the cap only counts 75% until the cap
returned to a higher level). I suspect players were asked to
take a cut in the short term but that several of the deals will
have taken advantage of the 75% rule to return to a higher level
faster than the cap. I think we (and a lot of other clubs) were
much closer to the revised cap than the reduced one. If you look
at the salary cap report for last year, the average club wage
bill was over £6m by enough that it couldn't be accounted for by
the marquee players alone.
This year the 75% rule ends along with the reduced cap - but to
pay the players they want to retain a bit more, most clubs are
having to let senior players retire or go to France, and let
fringe players go.

As an indication of what it's like elsewhere in the league,
Saracens have just ended their search for new tighthead by
signing Fraser Balmain:

I think you're seeing the cognitive dissonance of a journo
trying to fit the entire career history of a well-travelled
player into a set wordcount.
