It'll be interesting to see how this ends up being interpreted
when teams with who are being dominated in the scrum try to
concede a free kick at scrumtime rather than a likely penalty.
They've said refs will be aware of that but think it'll take a
bit of working out because there are probably some unintended
consequences that a smart coach will spot somewhere.
I like the fact that they are also looking to crack down on the
ridiculous sight of SHs pushing each other around the side of
the scrum - this is a penalty at any other time so why not then?
Shame they haven't taken the opportunity to try to deal with the
bigger problems of the caterpillar ruck and teams turning the
ball over by artificially creating a maul but we can't have
everything I suppose.

Caterpillar rucks could be eliminated by penalising the nine for
being offside and playing the ball.
Similarly, any players who protect him by standing ahead of the
back feet.
But, all that would happen is the nine would pass to the ten,
who would punt.

One thing that annoys me with caterpillar rucks is when players
join it after the ref calls to use it. This could be easily
fixed.

I believe they get 5 seconds from the call of "use it". I can
only remember this actually being enforced once.

I may have said this here before but I now have a Pavlovian
response when watching games on TV that the call of "use it"
makes me check the on-screen clock. Typically, the ball is out
after about 4.5 seconds and kicked by 6 seconds.
