why don’t england just play france home and away and call it the

Given how targeted Ireland’s men’s set up has been effectively
enshrining a hierarchy, it’s really surprising how far off the
pace the women’s team has been. Not expecting them to be up to
the standards of England and France but not the best part of 80
points worse.

I seem to recall that at the last women's RWC that only 3 teams
were fully professional - NZ, England and (amazingly) Wales.
What's the current situation?
