Will Joseph is probably on that list.
Although Joseph is English, he could have followed his brother
to France and become available for them based on residency.
But, he has played one England match (in July 2022). So, it
would take some years before he could consider switching.

Not sure it's just a question of time before he represents
France.

You can't switch to a second country based on residency after
having been capped by a first country. The player, their
parents, or grandparents have to have been born in the second
country they wish to represent.

If I'm not mistaken, they've been one of the better teams in the
Under 20s? And they've taken a few good scalps at that age grade
too? This suggests the production line is vastly improved IMO.

In the U20s last w/e, Italy lost to Ireland by a single point,
23-22.

They've not been too bad - better than the seniors.
They've come 5th, 4th, 3rd in the last 3 6Ns but I believe their
match against Ireland wasn't expected to be that close and
they're currently bottom with 2 losses.
Scotland appear to be pretty poor at U20 level, though.

This won’t be a concern. I’m sure someone will step up from a
Southern Hemisphere nation u20 set up anyway to chip in for the
seniors

I read the post as being that WJ could’ve moved to France before
being capped, waited 5 years and then be French. Now that option
has been removed as he has been captured by England.
However, I’m not sure I agree that such a move would ever have
been on WJ’s radar. Moving to Italy when you are immediately
available to play for them is very different to changing your
arm in France on the off chance.
Under Jones’ watch, the high profile players who immediately
spring to my mind as being eligible for other countries were:
Underhill
Moriarty
Redpath
Graham
Odogwu
Dombrandt
Shields
Lynagh
I may be wrong on the timing of some of those but certainly none
of them won just a solitary cap for England.
