Yes but any Premiership clubs not complying would be barred from
Europe.
And it’s got be agreed by the RFU if 10% or more.

Anyone know what the combined value of the 4 clubs mentioned
might be just to allow a perspective of how much cash is
potentially in play to consolidate stadia naming rights ?

Welcome to the start of franchising everyone. 4 teams will now
be pushing for no salary cap, plus the other 3 in Sarries, Bath
& Bristol and closer to a British/Irish league with 3 Irish
sides, 2 Scots and not sure what will happen with the Welsh and
a Champions League style tournament with the French and Saffers.
Yes I know that sounds pessimistic but as stated above, money
talks and more going into the RFUs coffers as a sweetener will
ensure those big monthly dinners at HQ can carry on, with
slightly better wine
