It's not illegal. It's just a breach of the ticket Ts and Cs.

Its not illegal , but more importantly , if Club Tickets are
deemed to be touted by the RFU Ticket office , that Clubs
       allocation can be withdrawn indefinitely.
I had an incident earlier this year when I supplied tickets from
my Club to a member ,he took a picture of it and put it on
Twitter - a 3rd party then tried to sell on that ticket just
using the information from the Twitter pic. - which is why you
are likely to buy a ticket and it will never appear .
The RFU are monitoring social media and secondary selling sites
for people trying to tout on , as all tickets are provided to
clubs on the basis they are used by Club Members.
I had several calls from the RFU to try and establish the
details - fortunately got it straightened out in the end.
Monte is right , the new ticketing system makes purchasing much
easier for Club Ticket officers ,and your local Club should be
the 1st port of call -the RFU have just released extra six
nations , so Clubs are getting plenty over and above initial
       allocation .
( They are still offering tickets for the Springbok game on the
       official site today)

Not used for sports tickets, but Twickets is my definite go-to
for reselling gig tickets. You can only sell for a maximum of
face value and both sides are only charged a small percentage.
Every time I've used them has been an easy painless experience.
