He was crouched which is why I thought the ref would bottle it,
but he bottled it in an entirely unexpected way instead.
Essentially claiming it was a passive tackle.
Which is why lamb got smacked straight in the head and they're
taking several minutes to get him off the field for treatment.

What was the rationale for it only being a Yellow? As far as I
can see there was zero mitigation because he was driving up into
the tackle, made no attempt to wrap and there was no sudden
change of direction.

Bright red and whatever the shade is beyond that. If it’s
supposed to be about player welfare, that is a dreadful
decision. Lifted his head into Dino’s face.

I wonder what conclusion would have been reached if they'd been
using the bunker system.
And can this later be upgraded to red by the citing panel?

They ignored the lack of wrap. The mitigation was the lack of a
dominant hit / obvious movement forward in the tackle, which is
a farce
