Sorry but what's the Prem Cup got to do with it? Also you keep
comparing two very similar arrangements yet coming to different
conclusions about them, while admitting that you don't know
       exactly how they work. 😁

The prem cup games need to be played and you need 23 players for
       each game.

Do we know that there will be a Prem Cup next year?

I can't see it going away, especially now we're down to 10
teams. Clubs need the games to keep the players match-ready and
to have the revenue (even from the smaller gates).

So in theory we could put 3 squads out and have some players
left over to provide colour commentary.

Wow! That's exactly the same number you need for Premiership
       games too!

I'm gutted the championship teams still think they're a mini
premiership, I'm all for smaller premiership squads in the
context of a much greater integration with the championship
sides. I think other countries have a much more sensible
approach to this. Then again my ideal world also includes
amateurs not having to choose between playing or watching their
pro team, and for everyone to be able to watch the lower level
teams that have several players who have a real opportunity for
a callup to a team at the highest level

Is there also a requirement for clubs to have travelling subs
too, or is this just a standard precaution?

Just for the sake of comparison, from what I can see of the
       clubs' websites:
Bath have 44 senior and 30 academy
       Bristol have 47 and 37
Exeter have 81 total (they don't separate)
       Gloucester have 36 and 22
       Harlequins have 48 and 26
       Leicester have 42 and 31
       Newcastle have 43 and 16
Northampton have 56 total (they don't separate, and I think they
       exclude players they've loaned out)
       Sale have 55 and 11
       Saracens have 43 and 15
       So that's 4* clubs with <60 and 2 with >80
It's also 683 players, 80 of whom would have to be culled (and
there's only space for 17 of them in the other clubs, and even
that depends on the age profiles of each squad)
