I think Rugby can afford to pay players a good wage - that is
above the national average.
It cannot afford to pay them the wages they are paying.
Given the size of crowds, it should be comparing itself to at
most Championship, if not League One soccer, not Premiership.
And remember, the EFL wanted League One sides to have a £2.5m
salary cap, with league 2 capped at £1.5m.

The Scottish franchises are better funded than say Exeter
Chiefs, as noted by DoR Rob Baxter when losing a player to the
better funded Scottish outfits. I don't know about Ireland and
Wales, but I can't imagine anyone moving for less funding.
Nor are the Scottish franchises crippled with loans during the
pandemic : only 25% of that is repayable and amounts to about
just a couple of £Mn to be returned at an opportune moment.
There's also the question of where would GW & ER rugby fit into
the Prem 1 &2. The URC/PROx has expanded from 12 to 14 to 16
and now has the Saffer top 4 teams playing in it. Some of the
younger players love their outing to SA in the northern
mid-winter.
I just can't see the incentive to move.

The Scottish professional teams are part of the SRU, so they do
not have separate accounts.
According to the SRU accounts, the two professional teams cost
the £21m in total.
Exeter Rugby Group turns over £21m.
Which is pretty much the average for Premiership sides.
Now, there is a question on what you spend your money on.

The SRU turnover is something like £65 Mn if I remember
correctly. And it's slightly loss making too.
The salary cap in the GP was £5 Mn recently. What Mr Baxter was
complaining about was that the Scottish teams are not
constrained by the same limits. As far as I know there is none.
I still think that the Scottish outfit is in better financial
health than a few GP teams.
