For the benefactor to wish to remain anonymous is not unusual.
From my reading of the statement the benefactor, and the
potential investor, pulled out because the RFU statement on the
way ahead for the Championship for 2024/25 was not going to be
published until early 2024. Given the PRL ground rules of
10,000+ capacity and Jersey, IIRC, being limited to 4,000 I see
them as having run out of patience as to what the way ahead was
going to be.
As an aside, I heard from one of the Coventry hierarchy that
another Premiership club could be in difficulty having sold
their assets and now the banks not being willing to extend
further credit. They said there are strong rumours of a European
league being formed.

I'm no big fan of the RFU believe me but it really is not a
bunch of old farts swilling gin and feathering their nests. No
major decisions can be made without the express agreement of the
Member Clubs.

It would be nice to think that the PGA had to be put to a full
General Meeting, but I believe it was simply signed off by the
board, on the advice of the CEO.
And I believe that the renegotiated PGA will be dealt with the
same way.
This was a result of the so-called modernisation a few years
ago, which stripped the council of most of its power.

Well, yes. The 57 (now 63?) "Old Farts" no longer have a say in
professional rugby. Which is what everyone moaned about, and
some unenlightened individuals still do. You are literally the
first person I've come across who thinks the "Old Farts" should
have any involvement in professional rugby and/or the England
team. 😁

Someone other than Bill Sweeney should look at the contract
before he signs it.
Quins would not be happy if a different CEO decided to cut the
funding the RFU gives the Premiership to zero without the PRL
having any means of challenging the decision.

As you said, it was signed off by the board who are the people
responsible for that at the RFU, not just Sweeney. No CEO would
cut Premiership funding without consulting PRL.

But they did cut championship funding without consulting the
Championship.
The cut of £400,000 per club per year is a significant reason
for Jersey ceasing trading.

They discussed it with the clubs.
Note that funding doubled in 2015, which makes the recent
comparisons very distorted. And Jersey Reds were in the
financial mire in 2016.
