I think there's some wiggle room regarding any potential for
replacement as the deadline for announcing squads has not
passed. . Italy, for example will be announcing next Tuesday.
Imagine this scenario: Kablazhistan qualifies for the RWC
through regional qualification process. They name their squad
two weeks before the deadline for the RWC. One player gets in
serious trouble with Kablazhistani law enforcement & is arrested
& jailed for a non-rugby related offence (let's say it was for
tax evasion). after the squad has been named (but before the
deadline for announcing). They would ask for the right to
replace said player in the squad, and they should be allowed to
do so.

Has the squad been submitted though? I understand Borthwick's
reason for picking the squad early but there's no good reason
why he'd submit it so early.

I haven't been able to find the regs online, but I would be very
surprised if teams can't replace a player receiving a ban, as
long as it is on the same basis as an injury - i.e. a permanent
replacement.
If you couldn't do that, a team could end up with, say, one
injured hooker and one banned and unable to put out a fully
contested scrum.

That doesn't mean it's been submitted to the RWC organisers as
the finalised squad though.

I think permanent replacement is the key point Poorfour. Even if
he cops a big ban and misses the whole pool stage, they still
won't replace him

I think that we can draw parallels to the 2007 RWC.
Wilkinson was injured - but, they still selected him for the
squad knowing full well that he wouldn't be available for the
first pool games.
He did miss the first few games which included the narrow 36-nil
loss to SA.
The rope-a-dope tactic of losing to SA was almost a brilliant
tactical idea as we came within a Cueto toenail of possibly
winning the final.
Hopever - an alternative view is that the team members were all
capable - but poorly coached and didn't have a credible
game-plan and wouldn't have progressed had it not been for a
player-led revolt.

2007 - No credible game plan, player revolt
2011 - Inexperienced coach, inflight
2015 - Inexperienced coaching team, infighting, cliques
2019 - Game plan & squad to play it, no plan B
2023 - Inexperienced coach, no game plan, cliques
Anyone else seeing a pattern here (2019 aside)?
