Just to confirm, He was banned for three weeks , for a shoulder
to the head. Comes back from the ban and 140 minutes later does
exactly the same.
No matter how blinkered some posters / Trolls are about
Farrell... this is the facts.

The disciplinary results show which matches a player misses -
not just the press - and the timing of future matches is
definitely taken into account. Otherwise, the last week of the
season would be carnage.
As an example - look at this case from the end of last season

The RFU have outlined which specific matches the player is
missing - except they can't without knowing the fixtures.

Judging from Michael Le Bourgeois' case criteria (an accidental
collision & a player with a good disciplinary record, never a
cynical player when at Wasps), I would reckon Farrell will be
very lucky to get 6 weeks. Anything more would be deserved,
anything less would be a scandal ! Remember Joe and the scrotum
tickling of Alun Wyn-Jones - that was 12 weeks if I remember
correctly ?

Working through that infographic, I'd say Farrell only changes
the fact that the player was injured (although something is
nagging me that this has a specific description which an HIA may
not cover) and is a repeat offender.
6 weeks, halved to 3 for not eating too many biscuits and
raising money for sick donkeys, a week back on for not learning
from last time.
The Joe incident is a red herring. Head contact has a very
specific process that is applied to everyone. Ungentlemanly
conduct allows more flexibility in the punishment

Basically, the sanction starts at 6 weeks
There was a similar incident in 2020
Immediate and fulsome apology (unlike Farrell who waited
until player went off for HIA to speak to him)
The other player was not injured (unlike Saturday when the
player failed the HIA)
Sanction reduced to 4 weeks (due to immediate remorse)
I expect that Farrell will also get 4 weeks.
He should get longer though - as his last ban was more recent
and the fact that he did actually injure the other player

I get the contrition thing and I honestly believe no
professional, even Farrell, goes out to severely hurt another
player but it's all ridiculous. In any sport, we always hear
that so and so is not a dirty player and it's really out of
character that he/she tried to take someone's head off. The fact
is, you did so forget all of this mitigation nonsense and take
the punishment. Tackle school is a farce, it's like me trying to
not get points on my licence by taking a 'speed awareness
course' when I know I've put my foot down.
There should only be mitigation if external factors leading up
to the incident caused it but both players were upright (seen
some nonsense about Jamie George 'destabilising' the welsh
player) and there's no attempt to wrap and Farrell is looking
the other way. 4 or 6 weeks, take it and move on. And yes, I
would say the same if it were a Quins player...and frequently
do!

If I have read the tea leaves correctily, World Rugby is going
to extend the "belly tackle" law changes to the professional
game in pretty short order after the RWC.
They spent 7 years gathering data and formulating a strategy,
and then let the individual unions get on with it (causing a lot
of confusion) before effectively pushing behind the scenes to
get a global rollout over the summer at every level below elite
/ pro.
I suspect that at the very latest they will roll it out to the
pro game for the 24/25 season, and possibly earlier than that.
It will likely be a big change to the game with much more scope
for offloading and a lot more emphasis on chop tackles and a
second player coming in to rip.
It remains to be seen whether players used to rugby league style
tackling like Farrell will adapt successfully - Saturday
suggests he will find it harder than most.
