I don't think so..... no attempt to wrap arms, leading with the
shoulder to the head, no attempt to lower body in tackle
"attempt", didn't see any apology given (only confrontation with
Biggar et al).
What do others think ?

Totally agree. He is a good player, but he lets himself down
from time to time. Do we really want the Captain of England to
be someone who is known for being a dirty player. He has done
this before and yes, gotten away with it.
I hope he gets the ban and that it proves that England can win
games without him.

Johnson was one of the dirtiest players in the league. He
wouldn't gouge or try to permanently injure anyone but he'd
stamp, punch, elbow, cheap shot constantly. Different time and
all that....but still.
I don't think Farrell is dirty, he's just desperate to land big
shots all the time and coupled with his awful technique it's a
recipe for disaster.
Given his history (appreciate no international red cards and
often got away lightly with his high shots) and fairly recent
'tackling course' I'd expect a 4-5 game ban if it were in the
prem. But as we're going into a RWC I'm positive it'll just be 3
games as the panel will bottle it and be too lenient.
On the plus side, we might have a better chance of beating
Argentina now and Ford might actually play some attacking rugby.

A'la Sexton, they'll bottle it, worried that the sponsors will
get itchy about 'the biggest names not playing'. 3 games and
England will squeeze in a match against Nepal or some equal
behemoth so that he can play against Argentina

Which organisation does this disciplinary board come from, RFU
or IRB ?

"England fly half, Owen Farrell will attend an independent
disciplinary hearing after he received a red card for an act of
foul play in the Summer Nations Series match between England and
Wales on Saturday 12th August 2023," read a statement from the
Six Nations, managing the World Cup warm-up disciplinary
process.
"The player will attend a hearing via video conference before an
independent Judicial Committee consisting of Adam Casselden SC –
Chair (Australia), joined by former international John Langford
(Australia) and former international David Croft (Australia).
Anxious wait: Owen Farrell is set to miss the start of England’s
World Cup campaign in France / Getty Images
"The hearing will take place on Tuesday, August 15."
Farrell has already served a ban this year after a citing for a
high tackle in Saracens January 6 win at Gloucester.
The England skipper attended World Rugby's tackle school
coaching programme to reduce his ban from four to three matches.
He cannot repeat that process, so his main route to leniency now
appears to be through an early admittance of guilt.
If the disciplinary panel takes a dim view of Farrell's prior
record however, especially in regard to his earlier high-tackle
suspension this year, then he could be facing a longer absence.

Most pundits are estimating a 4 match ban as the likely outcome.
The entry point is 6 weeks. If he admits fault & shows
contrition, they can take 2 games off for that. He can't attend
"tackle school" twice in a calendar year, so there's no extra
game taken off for that. So, likely to miss Argentina & Japan,
the two most important pool games.
I know some are referencing the Sexton incident as a marker, but
that was "verbals" (to use the old-school term), and with
"verbals" there's a lot more wiggle room that can be applied
both by the defending party and the disciplinary committee. With
Farrell, it's a lot more clear cut & the protocols are more
rigid in what can and can't be taken into account as mitigating
or exacerbating factors. The fact that he has already had other
bans for this in the past could even make it a longer ban.
