Well if it’s Racing away it’s unlikely to be at defence arena,
and would most likely be in Lyon, would be happy with that
And would like a Friday night in Cardiff, Ulster away is a tough
ask
But really hoping it’s Toulouse away then anything after that
I’ll be ok with

I'd guess that Quins are running a competition and the prize is
for two people to go on tour with Harlequins for one of the away
fixtures in the European Champions Cup. I could be wrong.

Why do you think it wouldn't be played at La Defense? The RWC
will have ended before then, and Lyon is over 400km away from
Paris. I doubt they'd want to give up home advantage!

Yes, the Premiership Cup happens during the World Cup, or at
least the pool rounds.
And we have not even had the pools drawn for that yet, not
helped by the fact we only have 22 teams standing.

I think there are assumptions being made it won't be available
due to preparations for the Olympics in July.

I found this report in French:

In it Jean-François Lamour "aujourd’hui vice-président d’Ovalto,
propriétaire de la salle et du Racing 92" (now vice president of
Ovalto, owners of the arena and of Racing 92) says "On va fermer
cinq mois à partir de mai 2024" (we're going to close for five
months from May 2024).
And the la Défense Arena website has concerts planned up to 8
December and from 9 March to 10 May as well as Racing games.

This is an interesting comment which led me to do a quick bit of
statting. I looked at each pool and added up the league
finishing positions of each team (noting that LI's demise and
Cardiff's inclusion means that it isn't just 1-8 for each
league). This gives totals (lower numbers are harder groups of
course):
Pool 1 - 32
Pool 2 - 32
Pool 3 - 35
Pool 4 - 15
This reinforces the idea that pool 4 is by far the hardest. But
suggests the others are similar, with 3 slightly easier.
But this isn't the whole story. Each team only plays 4 of the
others, so you need to look for each who their opponent are.
This gives the following:
