       I can't remember the detail.
But, there is a book by a former poster on this site (RleQuin I
think) that has a lot of the detail around the ownership.

I don’t understand why ‘that’ isn’t mentioned more regularly.

Agree with that. Although the French & URC clubs also have
inflated wages. Saracens selfishness has certainly helped create
this. It will be a disaster if Irish get suspended or worse.
They provide the other Prem clubs with gate income, a very stern
opposition & their academy is prolific. Its easy to shout blame
the RFU, but what have Premier Rugby been doing while Worcester,
Wasps, go bust, & now Irish on the brink.

I did find this in a Somers annual report
In the opinion of the Directors, the Company’s ultimate parent
undertaking is Somers Isles Private Trust Company Limited,
a company incorporated in Bermuda and owned by Mr
       Duncan Saville.

I read that these trustees own a "golden share" that gives them
the option to veto any decision that shops rugby from being
       played at The Stoop.
I don't know how that works - or even if it still exists.

URC wages had little to do with it. The rot set in with the
first big jump in the salary cap after Bath and Saracens held
       the league to ransom.

When we reach the point where Saracens are they only team left
solvent, I bet they still try to cheat.
