They do if they don't want to anger season ticket holders by
giving them all the first opportunity to purchase a ticket for
their seat.

I agree - but -
all it says is "Priority ticket access to any home knock-out
fixture in Europe, Premiership Rugby Cup, or Gallagher
Premiership"
So, basically,
1. your season ticket seat isn't guaranteed.
2. they could easily introduce limits - e.g. limit number of
tickets available.
So, they could say "7500 tickets are available. These will be
sold on a first come first served basis. The website will open
for members 2 hours before the general public."

…and just imagine the furore on here if they did that.
It makes more sense to ensure there are enough non-ST seats to
meet the obligation, and then offer all STs the right to buy
“their” seat for KO games.

Munster springs to mind when I got a ticket but not my usual
seat. I felt like I'd been burgled.

Especially when you end up bundled on the 5 instead of your
usual seat on the halfway line.
