Russell is widely touted to be their marquee so they could pay

If the cap is only reduced for one season you could offer the
players a two year deal paying much more the second year.

Actually, it’s not: contracts signed before the new cap rules
came into force had a partial exemption, to avoid clubs being
forced to renegotiate existing contracts. There was also a short
grace period between the new cap model being announced and it
coming into force, I guess so that contracts in late stage
negotiations didn’t have to be torn up. Any contracts signed in
that period counted as “existing”.

At the time, Quins signed a rapid flurry of deals with Smith and
some of the other top players that were only specified as “long
term” deals rather than having a time limit.
I’m speculating a bit, but if I’d been Quins, I’d have tried to
negotiate deals that were lower during the COVID lockdown (when
revenue was under pressure) but took advantage of the “existing
contract” exemption to lock in key players with better deals
once revenue had returned to normal.

Or just offer them a house if they agree to a scheduled personal
appearance each year. If they feel generous, they could even
turn up.

I’m not sure that’s within the rules of the cap. I’m purely
extrapolating but the I’m using the Exe-odus as a reason.
The mass departures from Sandy Park is largely reported to be
because Chiefs tied down senior players during lockdown.
Clearly they haven’t been able to increase the salaries
sufficiently for next season despite the increased cap - hence
so many of their big names (7/10 of their most senior players)
leaving this summer.
I’d’ve thought that Quins would’ve faced the same issues if they
had followed the same plan.

To a certain degree, BB, the horse may have already bolted but
knowing that you are in a better place to secure a new deal
means you can explain to the Bank etc. that you
are on a 'first refusal' for any work. PRL could also support in
some way but appreciate it's not that simple.

My point is that I don't think Quins followed the same plan. I
don't know what Exeter signed their players up to, but those
deals are expiring now and they haven't been able to retain
their players. At the least, Quins seem to have signed longer
deals - we'd already moved to 3 year deals rather than the more
typical 2 years.

Anyone signed up for 3 years during that period is coming to and
end of their deal this summer, I reckon.
I may be misunderstanding your point but I don't think the Cap
regs allow clubs to say a player can have £200k this year and
next but £500k in the third year rather than £300k each year.

Well, they can, but for cap purposes it would be averaged out at
£300k per year so as far as that's concerned it would be
pointless.
