How many internationals can you fit in a £5m salary cap?

I think it was Sir Clive Woodard who reckoned that a national
team wanting to compete seriously at the World Cup should be
looking to have 600+ caps' worth of experience in their match
day squad.
Saracens had 504 tier 1 caps in their match day 23 today, plus a
further 16 Fiji caps to boot.
Do any other English teams get even remotely close to that?

I doubt it. We max out at well under 300 in the starting XV, and
I think we're pretty average for the league. I was going to run
the numbers for every team at one point but it's a lot of
effort.
Who do we think would be next best? Bristol? Most teams I think
of rely heavily on uncapped or barely capped players.

No idea but the big shock is that Eddie Jones has picked the
next Aussie squad and there are some surprises but…
… he hasn’t gone for Farrell at 10 or 12 (yet).

Saracens are also still benefitting from from years of
systematic cheating so of course other teams can’t match that

Is it unreasonable to assume that Farrell, Vunipolae, Itoje &
Daly are on 500-750k per year which which equals £2.5-£3.75Mil
so how you fit the other 30 odd into the remainder of the
cap.......I'd love their accountant

you wouldn't need to pay farrell, goode, vunipolas, daly, itoje,
etc loads, because they have already benefitted from all the
non-salary payments they've got. As far I know, they never had
to repay the house loans, business investments, etc. So you can
possible pay them much less per annum now, as they're not having
to use their salary to make mortgage payments, business
investments, etc

Add to this the likely huge sponsorship deals they get. Plus
England payments (as England can't possibly field a team without
Farrell). And the Personal Appearances - some of which they may
even turn up to...

I'd say only Farrell and Itoje are in that bracket.
Of their star or big name players, I'd argue its only Itoje and
arguably Farrell who have another big deal left in them. George,
Daly and the Vunipola's are all at or past their playing peaks.
If the likes of Billy stay, it will need to be on reduced wages
or they'll be sacrificing strength in depth.
Their advantage of course is that their best players have been
raking in extra income on the side for years, so the likes of
George and the Vunipola's don't need to move to France to secure
their financial futures like LCD or Sam Simmonds.
It'll be interesting to see how they refresh their squad. Even
if a couple of the big names move on, they've serious talent
with the likes of McFarland.

What with having time on my hands for Easter holidays, I'm
having a crack at this.
I'll only do the starting 15 for each team's last European
outing rather than the full squad or anything nuts, so it won't
be a 100% accurate reflection what with injuries and stuff, but
it should be interesting to see.
