London Scottish mooted something similar a few years back, I
seem to remember. Came to naught because of the issues of two
unions operating in a single country.

I think the situation with London Scottish is fairly unique
though.
My understanding is that they have always been members of both
the RFU and the Scottish Rugby Union. So, in think that they
could apply to join the URC if they wanted to.

Unless they moved their home ground out of England they'd still
need RFU approval.

The Ospreys CEO tweeted last night to say this is a non
story....their fans are rightly angry (but they were when
regions were first announced too).
Ealing hired Simon Halliday last year specifically tasked with
bringing elite rugby to the club. Although Ealing Women have
been accepted into the Allianz 15s (coach Giselle Mather is also
now favourite to become the Red Roses new head coach), he has
not only failed the men's side, but seemingly done nothing in
the year he has been there.
Promotion regulations this year allowed for a capacity of 5k
(easily achieveable at Ealing) with provisions in place to raise
that to 10k by the start of the following season. Last time
around, Ealing proposed 5k, followed by 7.5k and then 10k in
consecutive seasons (also with the back up of a groundshare with
QPR which was also rejected by the RFU). It seems inconceivable
that Ealing Council's delay in granting permission wasn't
factored into when putting the process together. Ealing Council
are generally big supporters of the club.
Unless, of course, Halliday was always looking somewhere other
than the Premiership and was preparing plans for the merge and
potential legal battle with the RFU to allow them to jump ship.
BUT...switching to WRU governance would cost Ealing Women their
Allianz 15s place too.
I imagine there is a lot more to come from this. Especially as
Wasps were granted a Championship place prior to the 'deal in
principle' of using Sixways.

Interesting information, thanks for posting that.
I'd struggle to believe he thought involving another union would
be a genuine option. The only way it can possibly work is as a
cuckoo club that's still part of the English structure.
