       I'm happy to be proven wrong, but I'm pretty certain it's been
       adopted in the EPCR games as well, at least from games I've
       seen/been to where you can hear what the ref team are saying
       over the comms.

       Fred I thought they now could intervene right up to the point of
       the actual restart? Thereby nulling any attempted quicky drop
       goal conversions on slightly dodgy tries.
