At that point people might bother using a vpn.
Or not.
Guessing they are hoping a few people might read an article in
the mail and stop using the stick.

Surely, all you need to do is change your router to use a
private DNS. Then, nobody would know what you were doing.
(Some general advice to everyone.
If you are not using a private DNS service, you should seriously
consider doing so.
By not using one, you are leaking a lot of personal info as
'they' can record every URL that you visit.)

I remember last year an idea was floated that VPNs should be
banned. As a Tech journalist friend of mine said "Good luck with
that!" VPNs are a core part of businesses allowing remote
workers access to the company servers & information, from Major
international businesses down to SMEs.

Basically, if you get broadband from a company (e.g. Sky,
Virgin, BT, etc).
They record every site that you go to. They can sell that info
to other companies - which they can use for marketing info.
In the worst case scenario, this data is not stored securely and
could be accessed via hackers.
You would be amazed at how much insight could be gleaned from
someone's browsing history.
They could learn every shop you shop at. Every product you buy
from Amazon. Every street address you look up on Google maps.
People could learn when you are home - or out of the country.
E.g. This info is pretty valuable to people wanting to break
into houses. They know when you are overseas and what TV you
just bought from Amazon.
Seriously - take your internet privacy seriously.

So to check I've understood this correctly...
If I use a Private DNS provider (such as dns.google) the ISP of
the network I'm connected to can still record the websites I
visit but it's free and nobody can actually hack in to the
queries I'm sending, whereas if I use a private VPN, I have to
pay for it, but it means nobody (except presumable the VPN
provider) has a record of what sites I'm browsing or what I'm
browsing for on them?
Personally I think prosecuting people for using pirate streams
is a superb idea, but then I sell software and have lost plenty
of business to pirated software over the years, so I don't view
piracy as an innocent, victimless crime like so many! If
everyone who watches a stream was paying to watch it legally,
then prices would be lower for all of us and/or the clubs,
leagues and the like would be getting more money.
However, never sleep has really opened my eyes to the thought of
someone being able to find out when we're on holiday and what
we've got in the house, for example!

Not quite
Basically, assume you are using an Android phone and you are
connected to your home WiFi which is provided by Sky
If you browse to this site. Then the header (ie URL) is sent in
plain text. The page contents are returned to you in HTTPS -
which is encrypted and can only be seen by you.
However, Sky probably save the fact that you browsed to this
site. (Basically, it will be logged somewhere)
If you change the settings on your Android phone to use a
private DNS, then, not only is it not going to Sky, but, the
communication with the DNS provider uses HTTPS. So, your network
traffic with not show where you browsed to. (If you use a
Windows PC, then it could be that a bit of malware on your PC
could be recording network traffic. This would be worthless if
it is encrypted)
There are other advantages too. Typically, 3rd party DNS
providers are quicker. Some (e.g. 1.1.1.1) has various options
to provide safer browsing. E.g. the have one DNS that only
stores child friendly URLs.
