AFAIK it's always been the case that anyone can kick for goal.
You just need to make sure you pick someone who can and have a
       backup plan.

EG Jordan Crane’s infamous outrageous kick for Tigers in the
kicking fiasco after extra time in Heineken Cup 2009! How many
of our back row practice penalty kicks?

Seem to remember Dommers looked pretty handy in the Barbarians
       game.

Joe Marler converted one as well.

Anyone can kick for goal and anyone can throw in. But from a
young age fly halves and hookers will practise those skills.
Others will practise kicking as it's "fun". No-one will practise
lineout throwing other than generic front row players yet to
       specialise

Didn't Joe Marchant throw into a line-out for us this season
(maybe end of last season)? If I remember correctly, we lost
       possession (predictably).

       Back on topic.
Tommy has been picked by Italy for their 6 Nations squad. He
also happens to be the most capped player in their squad.

Yes, I think we'd subbed hooker & then got a yellow card for the
replacement, so someone had to do it. There's a difference
between Throwing in at Lineouts and Place Kicking. Place kicking
relies solely on the individual. It's just them, the ball, and
the posts. With a Lineout, there's other team members,
opposition players, etc. Far easier to have a player train to do
kicks than to practice lineouts, memorising calls, etc.

True but there's also the mental side. Remember Paul Challinor?

True, but kicking also benefits hugely from repetition. You're
not going to spend hours and hours every week with and without
coaches if you're not actually going to be kicking in matches.
It's a waste of time better spent elsewhere.
