       I thought You have to have a 15000 minimum capacity ground to
       play in the Heineken cup knock out stages so would limit where
       games could be played.

       There's an interesting section in Mark Evan's book Unholy Union
       about regional rugby. It works in Ireland as the provinces have
       deep historical roots. It failed in Wales as they didn't.
       I remember English regional rugby at the Stoop in the late 80s
       or early 90s. London v the North had a good turnout admittedly
       but maybe less passion.

       I guess it depends on how you define success, but the franchise
       model only really seems to work in New Zealand where union is
       the number one sport and there is interest throughout the
       country.
       The franchise model has "worked" to some extent in Ireland in
       terms of maximising the potential of the International team, but
       this has been to the detriment of a competitive, exciting
       league.
       I just don't see regional franchises working in England. Given
       average crowds at Newcastle and Sale, are North-West or
       North-East franchises really viable? And creating franchises in
       London the South-West and Midlands will just alienate existing
       supporters who are loyal to their current clubs.

       How would these teams qualify for Heineken cup without taking
       part in any leagues?
