The league doesn't need to be reduced if squad sizes could be
larger.
A quick search shows me that from U18 to 1st XI, City have 10
goalkeepers and I'd guess use just over one per game on average
with the starting keeper generally finishing the game. For
comparison, Sarries have 13 props. And will need slightly fewer
than 4 per game.
Having a larger squad would mean that there could be more
rotation and therefore individual players can play less minutes.
And arguably could therefore be paid less; not least as they
could well/should have longer careers e.g. both Sexton and Alun
Wynn are 2 years older than Care. A couple more years' salary
(and England pay) would make up a lot of the shortfall.

That might work from a player welfare POV, but I doubt it would
be a popular solution and I don’t see how bigger squads
including lots of players who aren’t as good improves the
product?

I was only real pointing out that there are other answers to the
question. However, I’d agree that it isn’t a flawless solution.
I’d also argue that there isn’t one quick answer.
In a somewhat tangential way, this is the crux of the finances
part of Mark Evans’ book “Unholy Union”.
As per BayernQuin’s ice hockey example, leagues need to
implement a raft of measures to ensure the best chance of
success but English rugby has only really used one - the salary
cap.
