They - the authorities - are now actively looking for this. With
an independant docter on the scene, they are going to err on the
side of caution. If in doubt, HIA. Any doubt then, they don't
come back on.
I think that's the reason the numbers are up.

It seems quite likely to be a contributory factor, but "the
reason"? That's a big assumption. In any case, what matters is
what's going to be done about it.

Meanwhile saracens deliver 7 high shots in 160 minds during the
playoffs and not a single red.

What do you put that down to?
Do you have a conspiracy theory?
I do enjoy a good conspiracy theory.

Well Farrell not getting cited for a direct punch to the head of
Marchant, what's that about, clear as day on the pitch and after
in replays yet golden boy get to walk free, Quins players and
other clubs graze someone face with a fist 8 week ban! So
favouritism, incompetence or corruption, you choice.
No red card in the final when it was a red card offence in the
24th minute (now being cited after the event however)
It does seem from the last two matches that Saracens do get the
rub of the green when it comes to red cards and bans.
Note:
I'm not saying all referees/officials/RFU/Premiership Rugby are
incompetent or corrupt but some times it does seem that Saracens
get treated rather differently then others.
And, no, not sour grapes, on this occasion.

Further,
What really disappoints me is that young players & children who
watch rugby have seen in the semi final and final multiple
dangerous high shots which were only punished with yellows when
frankly should have been reds and also a punch to the head off
the ball and by doing nothing despite it being so widely seen
the RFU/Premiership rugby have endorsed this violent behaviour
and head contact.
How are we supposed to teach children to avoid head contact and
player respect when it is so prevalent in professional rugby and
so is punching people in the head which goes without punishment.
Really poor example being shown to the youth, children and wider
watching public.

Not just no reds, no HIAs.
It there is head contact - the player contacted, almost by
definition, has a possible concussion.

They check on the pitch and if there's no signs they don't have
an HIA.
But regardless, both Vunipola and Lozowski went off for HIAs -
Vunipola when Scott's "yellow card" headshot concussed him,
Lozowski when his own "yellow card" wild charging upright tackle
concussed himself.

This follow up in the Grauniad was interesting

calculate the maximum reduction in head injuries we could expect
if, hypothetically, we never saw another upright tackler again,
which would be impossible and undesirable. The answer, to cut a
long story short, is 8%.

have to be direct contact with the head.

hundreds of other times brains are shaken in a rugby match. All
of them sit on the same scale, and they all count. Those deemed
concussive are only the ones that trigger immediate and
observable symptoms. At least they result in a break from the
pummelling when the concussed player is pulled from the fray.
It’s the players who do not present with symptoms we should
worry about, because they carry on.
