To get back to the title of the thread.....
What are they doing in the North Car park? Digging air raid
shelters?

Waterloo, London Bridge, Kennington, Vauxhall, Waterloo East…

Balham, Tooting Bec, Tooting Broadway, Colliers Wood and South
Wimbledon..... not that I'm a fan of the Northern Line at all!!!

They may be installing surface water attenuation storage tanks
and oil interceptors for car parkings areas as the final route
is the River next to car park.
Attenuation / crate drainage as mitigation for increased surface
water run off due to impermable surfaces.

Plenty of below ground structures and tunnels south of the
river.
London Power Tunnels
Underground Tunnels
London Water Ring Main
Sewerage Tunnels (Some very old brick constructed are still in
service)
Thames Tideway which is under construction.
Brixtion Relief Tunnel
To name but a few, the last four I have worked on and have not
required much apart for the normal maintainance.
