Well, they need to do something.
I was refing an U16s game at the Rosslyn Pk National Sevens. A
try was scored after 1 minute of the game and one side
immediately sent 2 water carriers on to the pitch.

All seems perfectly sensible.
As long as it's managed in accordance with what seems to be the
aim and not taken advantage of (although I'm sure it will be).

Make the water carriers a proper part of the sport and let them
tackle each other.
