Care was leaving the pitch due to receiving a yellow card.
Carley insisted that Care return, to be told that he must leave
the field because he'd been carded.
"Stop what you're doing because I want to tell you to do it".
Seems a bit power crazed. I had teachers like that.

I do find that Carley doesn’t have as good a relationship with
the players as most of the other ref’s. Everything seems much
       more strained.

Care hadn’t had a yellow card.
And regardless of whether he thought Carley was power crazed or
not, Care should respect the ref.
Substitute Care for Farrell. Still feel the player was in the
       right?

I think you’ve got it spot on.
DCshould never have said what ever he did to the referee, and
when called out for it should have apologised and accepted his
yellow. It was not good from him!
The players all know how pedantic Carley is and should be able
       to cope with it.

DC was stupid but how many times is Carley going to make
obviously poor decisions and/or show a complete lack of feel for
the game before he does the job he’s paid for effectively? As
the source of the problem, it would be nice to think something
is being done about him but doesn’t appear so.

It was, but that's the only thing coming close to being a
       personal slight in it.

No, Carley had waved the yellow card at him before calling him
       back to lecture him.

Farrell normally gets away with far worse than what Danny Care
       did.

I decided to have a look at the game
  HTML https://video.premiershiprugby.com/content/full-match-northampton-saints-v-harlequins-round-24
Around the 1:52 mark (79:54 playing time) the incident occurs.
You can see Danny say something when the penalty is given to
       Northampton.
You don't see the yellow flourished, but you hear the
commentator say he can't just run off the pitch, he needs to
talk to the referee or it's a red (I never knew that!).
Then Danny gets called over and Carley says he can have a red if
       he wants.
So my view on it is Carley had to have a word with Danny because
of the rules on issuing a yellow card and in fact he was
protecting Danny from making a big mistake by going off the
pitch without talking to the ref, which would have resulted in a
       red.
Who know what the rules/laws/customs are regarding this?
