Spain have been stripped of their 2023 Rugby World Cup place
after World Rugby deemed they used an ineligible player during
qualification.
The side confirmed a World Cup spot for the first time in 24
years in March but will now be replaced in Pool B by Romania.
It is the second successive World Cup at which Spain have lost
their place, for the same offence.
They still have 14 days in which to appeal the decision.
A 10-point penalty applied to Spain in the European
qualification tournament means Portugal are now also in a
position to reach the World Cup.
While Romania advance automatically in place of Spain, Portugal
can now secure their place through a final qualification
tournament in November.
Romania last played at the World Cup in 2015, while Portugal's
only appearance at the tournament came in 2007.
Spain were given a £25,000 fine and will now also have to pay a
£50,000 suspended fine from a previous eligibility breach made
in qualifying for the 2019 World Cup.
The other sides in Pool B are Scotland, Ireland and South
Africa, as well as an unconfirmed Asia-Pacific qualifier.

Sad for them but pretty stupid to get thrown out for the same
thing twice

Anyone one else think it's harsh kicking them out for an
ineligible player, in comparison Russia have been kicked out for
war crimes and genocide, ineligible player Vs War crimes = same
punishment..... Doesn't sit right with me......

They were not kicked out, merely docked points that dropped them
down the table.
It would be he same as Quins playing a player that was not
registered and being docked points and missing out on the
play-offs.

What would you have World Rugby do to the Russian team, then?
The punishment here is pretty standard for fielding an ineligble
player, e.g. London Welsh in 2013.

Force them to continually listen (without ear plugs/defenders)
to the "Stand up for the Saracens" chant for as long as they
occupy Ukraine.

I understand that the reason they fielded an ineligible player
is because the player forged documents. Not sure if that's
right, but that's what I read somewhere earlier. I think World
Rugby approved his eligibility but then it came to light that
he'd forged ID and/or residency documents.

It is rather unfortunate. Particularly as they missed out last
time due to some shenanigans from Romania I think it was.

From the excellent Rugby and the Law twitter account, it appears
that the Spanish federation are sayin that the player's club
falsified his entry visa date in a photocopy of his passport &
they're in the midst of a disciplinary action against them over
the matter. There's also this report from the press conference
"Spanish Rugby Federation President Alfonso Feijoo has revealed
that Gavin van den Berg remained in South Africa longer than he
should have because his father had cancer and his only child
lived outside of Spain and he had to look after the child."
Basically Spanish Rugby accepted what his club, Alcobendas,
submitted via a photocopy of the passport, but World Rugby are
saying that Spanish Rugby should have checked the original.
Spain are lodging an appeal.
