Guardian have picked up on Changes to foreign players

As I mentioned before one of the ‘secret’ announcements from
the RFU last week was on Saffers and Pacific Islanders. Do you
think Saffers are stopping EQP guys? There doesn’t seem to me a
comparable 12 for any money EQP for Andre. Wilco is currently
sharing load with Wilco and Tyrone is injured but arguably yes
       he is.

Wilco sharing load with Wilco makes a lot of sense given the
       size of the guy...! ;-)

It's not really a problem for Quins either way, though. Even if
we field Wilco, Stef, Andre and Tyrone, we'd expect to have 11
EQP in the squad and probably 7 in the subs on a normal
       matchday.
One of the things I like about the Quins squad is that our
foreign recruitment has been very focused. Our overseas players
almost all bring something unique that we could not get from an
EQP today, and add immensely to the quality of the squad.

Have to agree, all of them are providing attributes we don't
have in EQP players. The Wilco/Collier job share works and
doesn't cause Collier any issues. Tyrone, maybe but none of the
others are at his level yet (cue circular debate about game
time), Steph has moved positions which has given game time to a
couple of young English players, Andre not even a debate.
Probably aimed at those clubs that can field XV saffers in one
go rather than us but probably, for once, getting the rules in
place before the inevitable influx of them now that they are
playing in the pro pub league or whatever it's now called and if
they get a slot in the 6(7)N.

Post Brexit many players who could work in the UK under EU
freedom of movement rules will now need work permits from the
       Government.

       Not until 2024.
