Not understanding the fuss. The amounts were so small they would
barely have payed for a donkey. And their results in the last
two of those seasons suggest they already had enough of them.

Yep because Saracens are the real victims here. To equate the
scale of what both clubs did is laughable

on their offy, the fine is only £17,900....the rest is tax ????

"Tax" is the term that the revised salary framework uses, at
least colloquially. Basically, a relatively small breach of the
cap incurs a "tax" of 50% of the breach, rising to 100% for
larger ones. I think the logic was that a team that ends up
breaching the cap as a result of something like win bonuses or
injury cover should be able to just pay a penalty rather than
face more serious censure.
What's telling is that the Tigers' breaches seem to have been
pitched to be just below the level that would incur more serious
penalties. It was clearly systematic and prolonged, but just
small enough that the cap framework doesn't have a justification
for anything more serious.
It's nowhere near as egregious as what Saracens did, but it's a
lot closer to it than is comfortable and a long way from what we
know about the other breaches (where the clubs involved fessed
up and paid the tax once they noticed the issue).

You've explained for yourself exactly why there was no points
deduction. Because they kept it below the level where it becomes
more than a fine. You can't point the finger at them for doing
that (presumably deliberately) and then claim it's a conspiracy
that they uh, didn't get a bigger punishment they would have had
if they'd cheated more...
Tigers deserve a lot of criticism for this. Without Saracens
having done their thing, I think there'd be a lot of outrage
about this. But Saracens smashed the salary cap for years - and
the first time round threatened to drag everyone into legal
action, forced a higher salary cap and the sweeping under the
carpet of the years of cheating, only to then cheat to a massive
extent _again_ and accepting relegation rather than coming clean
and opening their books for investigation.
There's really no comparison to be made here.

Just for context - this was our punishment -
"Harlequins have been fined £6,239.50 after exceeding the
Premiership's salary cap last season.
The south-west London side were £12,479 over the £7m limit, and
were docked 50p per £1 overspent in accordance with competition
regulations."

And as I recall we reported ourselves when we spotted the
overspend. Much like the Big Cheats and the Little Cheats of
course.
