This very much reads as though it's the beginning of a
negotiation rather than a final decision.

But it's based on the safe stadium capacity, not the amount of
people who show up.

RFU confirms neither will be promoted.
"As a result, the independent audit has found that neither club
has successfully met the minimum standards criteria based on
capacity (as well as other factors). The PGB therefore made a
recommendation to RFU Board that neither club could be promoted
to the Premiership for the 22/23 season. The RFU Board has
ratified this decision."
Since neither club made any planning applications or other
efforts to meet the criteria would seem odd if they did appeal.

I am surprised Doncaster did not propose a ground share with the
football ground until they get their ground up to scratch.
As for Ealing, getting 10,000 at their ground will be difficult
enough, it is not very accessible. Their closest ground share
option would have been Brentford but Irish are already there
which leaves QPR.
But neither put in a ground share alternative so not possible
currently.

Ealing have 5 pitches (two of which are 4G). They have two
pavillions and a main stand. They have five a side football
pitches, tennis courts, a children's nursery, car parking and an
brand new indoor training pitch.
They have facilities, land and money. Putting in a new road
would be easy.
