Why haven't the IRB excluded Russia

As I've been told this was off topic on another thread....why
hasn't the IRB excluded Russia from the world cup qualification
group.
The IOC, FIFA, UEFA, World Judo ect have done so, why not and
why not the IRB?

I am not always that keen on more modest issues of politics
coming into sport, they can divide as much as unite. However on
this issue it is really very clear that Putin has pressed
Russian forces into the most dreadful actions. For that reason
i would agree that Russia should not be allowed to compete in
this or any other sport until this issue is resolved and the
guns have gone quiet.
Hopefully we are out of date and the Rugby authorities have
already taken action.

So an IRB cop out, suspension of matches, that's ok, Russia as a
nation can target civilians, children and the defenceless whilst
invading a sovereign nation but still play international rugby
to try and qualify for the world cup.
Shame on the IRB.
Disgusting, and yes I'm sure a few on here will say my comments
are wrong, or ignorant or biased but Russia has crossed a very
big line and an all inclusive sport such as rugby should take a
stronger stance. Piss poor.

No-one’s playing Russia any time soon.
What do you think WR should do? Sponsor a missile?

Your a bit sensitive if someone dropping to their knee for a
couple of seconds as a way to symbolise their opposition to
racism upsets you.
Why don't you like it? It's that because you are racist and
don't like opposition to your beliefs?

World rugby/IRB should ban them from the world cup qualification
group and cancel the fixtures planned for this month and show
that rugby doesnt support invasions and conquest with the deaths
of innocents.
Football, athletic, F1, Judo ect ect have announced bans,
international rugby only a suspension. Not a good message in my
opinion.
